The murderer of Junktown (Possible bug/abuse? asking here first)

So there I am happy I managed to kill those bastard scorpions for the quest in Junktown and I am going to deliver.

I enter Jinktown and sent the toon towards the place when BLAM "you have been hit for 220 hit points and killed".

I say FK did I hold a weapon again? I check and... no, no weapons.

Guy shows up (screen name Malevolent) and says "you got some blood on my robes" and indeed he was wearing robes. Now keep in mind this is a discussion of 40-50 seconds as he gloats and I am amazed.

No guard shows up to attack him or anything.

I return to pick up anything he may have left and he kills me again. I kindly ask for the quest item (scorpion eggs) but he claims the NPCs got them (its entirely possible) and taunts me that I should be careful.

Now I am not here whining about unfair game, tough people, hello kitty hugs.

I am asking how is it possible that he is in the Middle of JUNKTOWN (protected city) and he shoots me twice without any consequences. Sure he is silent death burther shooting out of hiding but he was out for quite some time and no guard came running or anything...

Maybe there is an abuse with LOS of guards? Maybe a bug? I am asking here first before I take it to Bug Section.

I really hope that is a mistake or an outdated wiki issue cause the idea of having that in the GUARDED towns is utterly ludicrous.

its not a bug its FO2238, where devs are sadists and players are sadomasochists

Hects Hakal:
If your reputation whit junktown is low guards wont protect you,or if he has big reputation in town he can kill and guards wont help you
