hi everyone,
just a little question : is it possible to find footlocker on a map (in ruins) without mobs in ? I means just with push on inversed triangle on the world maps without random encounter.

hope you'll understand my question, my english is not very good.

They only appear in actual encounters. So there must be critters present for them to show up, though they don't necessarily have to be hostile.

an other little question: I'm farming blueprint always in the same place, does the blueprint will be everytime the same?? because I found 1 for dynamite and 2 for needler pistol; if I stay at the same place , can I find BP for sniper rifle, or plasma grende? or they are just put in particular region?

To the best of my knowledge, location doesn't seem to matter. I've found a wide variety in the Boneyard region - BG, SG, Demo, Armorer and Doc. Needlers seem to be about the most common though, so you'll probably find those with relative frequency.
