NPC is not a good idea. This game can really teach people to take some responsibility for their actions and to deal with consequences.
By the way, removing tattoo is rather complicated. Especially when you want to remove it from ones face...

True, this would probably result with charisma decrease. :) Or PE decrease (eyes damage done by the laser) if you have already CH 1.
