Ghost cars and voices . What is going on?

Yesterday, while in Hub I've been seeing some ghost cars and critters , also some voice was shouting something. You can not interract with this things like they are not there. Today same thing at Gordon gas station. What is going on?

Ha...ha...ha! They can not get me. I'll get them! I am the ghost hunter!
 It's fun what's happening. Between some bushes in Clamath you can see some red squares moving arround. When you hover it with mouse it sems to be some post signs.

I've seen that today in Hub police station, ghosty policeman points his gun on ghosty "criminal"... was able to go through them!

That was 1st time i saw that "ghosty" thing, thay were something like 40% transparent...
