The bid is for 1x shell. If you win it, you can buy the remaining shells for half the cost of the first one!
ie: You buy 1 for 1,500 caps, you can buy each one after that for 750 caps.

And what can we do with howitzers besides shoving them up the enemys ass?

cant do anything in howitzers shells atm. you used to be able to science them for gunpowder but cant anymore.
