Make waterbags more comfortable to use

Waterbags are needed for stills and brahmin karts. However their use has 2 flaws: when used on still, the bags disappear. When refuelled, you have to do it one by one.

Suggestions:
- When used in manufacturing facilities like nuka and beer, the water bags are transformed into empty water bags.
- When refilling water bags, they are all filled at once, not one by one.

I agree, that there is no real need for the waterbags to disappear after usage.
