BoS patrol shout on members of fraction

Makes little to no sense , as most of this game , but ehh .... whatever.

Makes as much sense as some lame gang thief alts stealing from encounter that's supposed to be their faction.

After one steal fail you should be out of BoS with -2000 reputation and no chance to re-apply.
That would make sense.

Talk to an Enclave patrol man while being in the Enclave.

So is the BoS pickpocketing still there? If it is, that best be gone. At least sf tanker bg vendor has 28k 5mm ap, that should explain something.
