In every city you can pick every four kind of base.

Caffeine:
Can someone with CH 3 build a base? I mean to lead 2 people you will at least need a 5.

That pattern (CH-1)/2 was right before wipe for slaves, mercs etc.
With CH 3 you can lead two players, but when you get construction worker, you're gonna need additional slot for him. We bought our bases with 10 CH leader, but it wasn't necessary.
