I don't understand how the economy works. It seems like theres a guy camping the Hub for caps, and every other vendor will sell at extremely high prices but not buy anything. My barter skill is at 200 and a plasma pistol still costs 5000 caps. That is 500 more than it costs to buy the professions to make it. This is ridiculous.

Yeah, bartering is broken to the point of comedy right now. Caps can be earned pretty easily by making spears (or grabbing them from bodies) and turning them in to Junktown. Though it's going to take a while if you don't have a good carrying capacity. Whether or not a vendor will pay you for anything is either arbitrary or some vendors are just broken, since the Hub's gun merchant won't actually buy guns, for example, and I can't find anybody to buy my healing powder.

If you can't make something, it's in your best interest to consider it a luxury item.
