Few suggestions about tatoos (now that it's implanted, shouldn't be too hard I guess, but still low priority):
-14 characters is a bit too low, something like 30 would be better
-Allow tatoo on head, visible whenever you're not wearing helmet.
-Allow a small description instead/additionally to letters. To be able to have "You can see a tatoo with the word Raider surrounded by flames on his arm." or "You can see a tatoo with 2 guns crossed under a fist on his arm/cheek." instead of "You can see a tatoo with the word Raider on his arm."

Yes to everything, but:

Reason you cannot have tattoo on head, I'm pretty sure, is because to become a slaver you must get a specific tattoo from them put all over your face.

So I think to keep it simple, that is why you cannot have face tattoos.

Maybe get your whole shaved head tatooed to cover up the Slaver tatoo.

Also there should be a way to took it away, maybe trough a quest or simple paying caps dialog.

Length limit is mostly due to SAY screen (for same reason faction names aliases exists), but some of stuff that's supposed to be part of long description wasn't enabled yet. So, 12 characters for tatoo is enough to put whatever you like, without making description too long - even with everything turned on.

A description can be too long?  I mean we're not talking about 10 lines in the log, and that's not like it was necessary to read it during a fight or something like that (and actually for me, 10 lines of informations on a player would be pleasant to read on peaceful encounters).

Well I kinda agree anyway, but I still think a least a bit more characters would be good, as well as the possibility to have description instead of letters.
Is the "say" screen hardcoded?
