Can't get electronic parts with science at water works

I can't seem to salvage any parts from the computer down there, it just says "perhaps with the right approach..." when I use science on it.

Kelin:
I tried yesterday at Waterworks, for me it worked. Try repair skill, not sure which skill it is, so try both repair + science.

Use repair for that

I have a 100 repair all it says is nothing of interest here. Do the depletion rules apply to electronic parts? What does it say when they are depleted?

Yes, depletion rules apply.  You can collect 5 electronic parts per computer using repair, but once depleted it will say that there is nothing of interest.  I think it's about 5-10 minutes for regeneration.
