They randomly just shot me for no reason and took all my stuff...Twice now...I was just standing there and the police goes "Oh hey look...*bang bang*" I had good reputation with them and was doing nothing criminal...Now i have to start over...

If "they" is referring to guards and not players, you must've had a weapon in the inner-city. Only weapon that doesn't count as a weapon is an Old Shovel. If you aren't sure, just make your First hand always empty when going in. Maybe read the red text :>

It's possible somebody planted a dynamite on you with a longer timer.  Guards shoot you if have an activated explosive.  Otherwise, you must have done something.  Misclicked and punched a player, something.
