Finding Wally

Hello, i'm finding a NPC named Wally. He's probably somewhere in Necropolis. This is from a quest of Earl the trapper in Junktown. Does anyone have a clue ?

Frozen Mind:
Yes, I know, but he's bugged and don't want to have a dialog.

silverq:
I see... and I think so too, because I tried every single ghouls I found in necropolis - including all those under the secret vault (and after got ambushed by their slaves lol). Can you tell me which one of them is him  :-\ ?

Frozen Mind:
My faction tried even farther and look for him in other towns :/ .

silverq:
can you tell me how to get him ?
