It's easy. You want more critical effects such as crippling, blinding's and knock-outs - go for a finesse, but at least wait for a "Better criticals" perk. Quite useful for small guns. With Finesse, 10 luck, and two perks you can have 95% of critical for eyes.

Im not sure how it goes this session, cause of all -crit chance modifications (helmets, perks), but u dont need 95% crit chance in eyes. Its total waste of char. Go for 80-85% crit chance if you want to shoot eyes (223 pistol is nice deadly weapon for this), or go for max crit chance, if you want to shoot arms,legs.
