There are three ways of making them.
1) Trading
2) Towncontrol
3) And of course - finding caps on encounters - on a bodies of dead enemies - wery hard and long way.

1) Money still have few doctors, so buyng medicine from other traders and selling those traders will solve this problem. Or maybe crafting....but now healing powders are almost not selling.... Then you can try to find caps from another traders - its respawns rendomly.... But you need a good outdors or a car to visit all traders and dont loose your stuff on a road.
2) Every hour of TC will take you 500-1000 caps in random towns. Create your gang and try to fight against others. Much towns = much caps. All simple.

Buy spears, pay in fruit. Trade the spears for 50 caps each in Junktown.
Scavengers also give caps for junk.

I guess there is no better way of making money than picking up some stuff from various encounters and then selling them to merchants all over the fallout world - for one person.
However there are still some repeatable quests that give you some caps after complete them.

Where can you buy spears for fruit?

You can just craft them too...

There were about 25 spears in Modoc the last time I was there and the merchant was more then happy to trade them for fruit.

casinos recieve 166 caps gradually.  (I dont know specific time for refresh but if it's that low it must be often)

and obviously, all traders have lost like 9/10 of their caps.  and I hope they all are not to the point, where refresh is same rate as last wipe, like 6 hours for a thousand or 500 caps :)

BUT HEY!  Slaving is always a great income of caps, just grab a few whores from a rave party and sell em off nice n easy :).
