Where to learn small guns crafting & what requirements are needed

You know all the profession teachers are still the same as last season, minus the level 3 part.  So just look at wiki and/or new perk list for questions like these.

I have 50% repair, and 1,500 caps. However, Boyce only has one dialogue option not even related to small guns at all. Anyone know what the problem is?

You can buy SG1 from Skeeter at Gecko, I did it because of Boyce's issue. Dunno what happen to him.

Is lvl 2 the max lvl for a profession now? or there is still a lvl 3? if there is, what are the requirements for that (small guns)?
