survivalist and salesman perks

Imrinfected:
After getting to level 4 on this Skilled character I find that contrary to what the character planner had me believing, survivalist is not an option.

Are there different requirements or was it removed altogether?
Is Salesman also effected by this? Both do modify skill values.
