Gauss is normal damage. And even the t45d PA is still (canon) stronger than any non PA armour

Well then why not just make it a tiny bit weaker

Oh and t45b is used only by brotherhood,mostly only in capital wasteland but even FEW was used by lost hill bunker brotherhood

Exactly so that means not everyone in the game will have one
