For some weird reason I can't get small guns training from Boyce.
I have 100 Science and 101 Repair as well as 1500 Caps.
Is this a bug?

There has been a bug reported about this issue. Try someone else for now (Skeeter in Gecko worked for me).

And i can craft now:
223 FMJ
5mm AP
Advanced Super-Burn Mix 100 pieces
Explosive Rocket 10 pieces
Rocket AP 10 pieces
Its joke?
Where are all Big guns?
Where is Advanced Flamethrower Fuel?

You need find blueprints for those weapons (Improved Flamer, M60, Minigun etc)
