You have to visit all train stations + all big green circles on the worldmap.

Tamira is in the Gordon's Gas Station more or less on to the east of New Reno. The dialogue key is 1-1-1-1-2-1-2 if i remember correctly.

Help with SCOUT perk, please.
I am a citizen of vc, got 175 od- like it should, but i dont have any dialog option with that guard to get scout. Any sugestions???
