Well, if you took the geiger counter / pissed Mantis off, you are out. Additionally, this is still not a quest.
Visiting all train stations isn't enough.

Excuse me, but this is not very kind... When you are choosing wrong dialogue with Tamira at the gas station, you are still able to get "Ranger" and there are lot of other examples... Players are spending time to gain reputation, study blueprints, etc and after receiving all perks, except the last - nobody will be happy...
