[Spoilers] Support perks locations

I have just obtained the perk as stated above: talked to Mantis about everything, reinitiated the dialog and chosen the new dialogue line.
OD 150
age 55
PE 3
CH 3
EN 10
speech 15
snakeater
geckoskinning
didn't repair the geiger counter

Do you know how you managed to obtain scout? Stark wont bring it up for me.
EDIT: Im a VC citizen, perhaps he doesn't give it to citizens?

so i need to finish some questh to get line with this walking dead...can you write what did u do to get that line...

No quest is involved in that. Or... well... let's say, some quests are passive involved in it.

Ok, isolated. Explorer needs not only the ODM requirement, but you must also visit every train station (perhaps by train). Mantis wouldn't give me the option until after I rode from boneyard to sanfran (which I never bothered to ride the train to before), and that was the only real change I made. It's conceivable that he may just count total train trips, or even total conversations with him, but visiting every station ought to do it. Makes sense, since he's so fixated on trains.
That said, isn't the whole point of a high ODM char to avoid depending on trains and such? no wonder it took so long to puzzle out.
