[Spoilers] Support perks locations

Explorer
Ranks: 1
Generic requirements: Outdoorsman at least 150
The mark of the Explorer is to search out new and interesting locations. With this Perk, you ignore speed penalties for terrain on the world map.
so you say you setted it wrongly?
at least tell us if is somehting about vault 13

Perk Thief: you need 100% steal "The blood of thief runs trough your veins. Luck/50 chance for no timeout when failing to steal. A well rounded thief is alive thief."
Perk Master Thied: you need 150% steal "A master thief is proficient at stealing and picking locks. He is able to attempt his thievery twice offten.
Perk Pickpocket: you need 175% steal "You are much more adept at stealing than a normal crook. You can steal with the best of them, because with this perk, you halve the size and facing modifiers when stealing from a person."

LagMaster, the perk has nothing to do with Vault 13 and the perk is not bugged, you can achieve it.

Ok, so we know that the current requirements are likely less than 150 ODM, unless Lexx made the change already. we also know that until next update, you must be lvl 10 to "stumble upon" it. Also, Lexx mentioned it was extremely easy to accomplish, but (obviously) hard to find out. Perhaps there's not a quest associated with it; just a talk-to-someone sort of perk. I'm gonna try talking to hermits/travelers/etc in encounters.
Also, can we get verification on Scout? I tried Stark as a lvl9 VC citizen with 154 ODM, 10 CH, 4IN, and only had options to ask about vault location, patrols, and raiders.
