I think it is, but "little" harder find than other support perks.

Explorer is in the game, but I think it's pretty hard to find out how to get it.
Some day, someone will stumble over it by accident, I am very sure.

moast of us will keep ODM at 100, unless we have barter/taxi alt
can you at least check it if you can take it by aking a char and taking it, then deleteself

Well, I can tell you that it doesn't matter how high your outdoorsman skill is. This probably must be changed in future, because getting it is extremely easy if you know what to do (compared to the positive gain you have with this perk).
/Edit: As I see now, I was wrong. You do need a certain % of outdoorsman. But it's not *that* high. There is also a level requirement.
/Edit2: I'll guess the outdoorsman skill requirement currently is wrong, so I am setting it up to 150%. :> Also I've removed the level 10 requirement. Will be in the game with the next update.
