I already made this, but i'm sure it could be improved =P :

Chars:

ST : 7
PE : 7
EN : 7
CH : 1
IN : 8
AG : 10
LK : 1

Traits:

- Small Frame
- Fast Shot

- Big guns
- First aid
- Doctor

are you going to PVP?
you might want 6 LK to get bonus ranged damage(2). makes each bullet do +2 damage. unless you want to stick with a rocket launcher.
you always want even EN. http://www.fo2238.fodev.net/wiki/Hit_Points
i'd tag outdoors instead of doctor imo. i myself enjoy avoiding encounters.. doc is good to heal broken arms and being blinded. but in PVP, people tend to aim at eyes because of the critical chance involved. being blinded should have no big deal if your BG% is high..

Almost all interesting perks for PvP chars require 6 Luck.

yeah, i hear toughness (6LK) is good for BG characters.
