hm thief or slaver?

Craft weak healing powders and exchange them for ropes (2.5 - 3 powders per rope) and gear at Hub and NCR traders (in 3-10 minutes you can have your stuff set up and go do some slaving).
At sector 31:31 you can find lone wanderer - has a bit more than 70HP, good at melee. Easy to capture. Can help you to do PvE on early levels, carry your stuff or just be fun.

ummm does magnetic personality give me 1 cha or one more slave? like if i use 8 cha with magnetic personality will it give me max or do i need 9? abd should i be a burster or should i use single shot guns such as pistols and hunting rifles? or sub machine guns?

Go for 9 Cha + Magnetic Personality. Unless you want to use Mentats and Beer but that doesn't sound confortable.
