Also once a bunch of losers visit a town at night and hide in a room for 15 minutes, you can't even visit it the next day, because for some reason 20 armed locals listen to a naked douchebag with BB gun.

Nah Jovanka was referring to retarded way to capture towns during night or early morning and then using militia against the previous townholders. For example if a group of peaceful towngoers want to uphold a town with the support of pvp faction and their enemy does this aforementioned trick, they have to wait for sufficient backup (might take even 12 hours) before they can take out this "one retard with bb gun"... I mean "respectful member of our gaming community" and 20 boosted militia.

I think that will be good, if fation's bases will be buy for caps and for real money in one time. At first need gather caps (this ammount can be increased in few times) and in additional pay 5-20 dollars. GMS wili activate base when you will choose name (any what you want) and and position (an axample you can get base in soth or north part of map for 5$, and accurately square for 20$). Not so many people will have bases, therefore players will be more live  in towns secured by not-full-PK factions. In any case if you havent base you can live in tent or join in any enough big and famous faction. Factions will have more important role in wastland.

I'm pretty sure that this game would get shut down if money was ever traded for anything. I'm not a lawyer so dont quote me on this but I'm pretty sure it's against the law to pay for ingame content. Fallout is owned by Bethesda and they dont take kindly to others making money off their products. Aside from the legal issues, I think it would be bad to alienate those who are too young or broke by making them have less than anyone else just because they have no cash.

Young people in any case cant be by leaders or important members in any factions, and this problem will not touch them. And it will not be "pay". This is kind of donate.

devs cant charge money for anything. they can only take donations. if they make people pay for things and to play, bethesda will have there ass on a sliver plate.
this is why they dont charge money for anything and why they cant give us rare items for donating (am sure they do somethings give things to people but they cant offcally say it)
