I'm pretty sure that this game would get shut down if money was ever traded for anything. I'm not a lawyer so dont quote me on this but I'm pretty sure it's against the law to pay for ingame content. Fallout is owned by Bethesda and they dont take kindly to others making money off their products. Aside from the legal issues, I think it would be bad to alienate those who are too young or broke by making them have less than anyone else just because they have no cash.

Young people in any case cant be by leaders or important members in any factions, and this problem will not touch them. And it will not be "pay". This is kind of donate. :)

devs cant charge money for anything. they can only take donations. if they make people pay for things and to play, bethesda will have there ass on a sliver plate.
this is why they dont charge money for anything and why they cant give us rare items for donating (am sure they do somethings give things to people but they cant offcally say it)
