I made following changes. Hopefully I understood correctly the Sharpshooter issue:
- Pathfinder has only 1 rank now
- Survivalist is now gone (builds may still have it though)
- Weapon handling gives +2 ST for weapon checking in CALC
- Sharpshooter gives +6 Sight and +1 PE in CALC (not in description yet)
EDIT: Or lets take that one back. Wiki says about Sharpshooter:
You have a talent for hitting things at longer distances. For each level of this Perk, you get a +2 bonus to Perception for the purposes of determining sight range. You also get a small bonus to chance to hit your opponent with ranged weapon
The small bonus to chance to hit is 8%.
In FCP you get +6 Sight (1 PE = 3 Sight), which is OK.
In FCP you get 8% bonus to your hit chance, which is OK too. You won't get any PE bonus to calculate your hit chance.
Also the link in the wiki says: In FO2, the perk gives a flat 8 p% to-hit bonus for every ranged weapon (no matter the weapon perk, long range or scope range), unless the attacker's eye is damaged, in which case the mechanic is a bit different and not that simple. Its impact on to-hit algorithm in Fonline is the same, plus it adds 6 hexes to the visibility range.
Reason why the build with Sharpshooter is not as accurate as the one without it is because of your PE is lower. The difference is even higher with weapon which has Long Range perk.
