So, my friend wanted to join Vault City, he asked the gate guards and they said get the Hydroelectric part... and so he got it and then he asked them, and they said no jobs are available... he also tried other ways and they said "There are jobs", but the only thing he could say to the offer was Goodbye, maybe later...

What to do? My friend really needs this...!

Best make sure your pal isn't in some faction already, like his own base.

I had the same problem but i did get in as a cit. I failed the test somehow first, then the guard told me to get that part. I got in after i went back and told the guard i wasn't going to get that part after all. Next his dialogue options changed a bit, and that's how i got in.
