How Does Stealing Work?

How does it work? If there's a thread on this, I'd love to have a link. Also, are there any good builds for a stealing character? Is stealing a viable way to play? Is sneaking as well?

Basically your skill % in steal vs the victim's perception.

Stealing, is a very viable option, for places like NCR, or hub.

Sneak is too, a good mix is usually quite dandy.
