Can you lock something in a city?

Lets say I lock a looker/door in a city, will it be unlockt if server restarts? And the strength of the lock depends on your lockpick skill?  I am interested in locking a door in particular, if this is possible I can start a project that I have planed for quite some time.
The project will open a door to a basic treasure hunt and will offer new and old player the possibility to find some random and not so random loot. The buildings, desks, lookers, will no longer be there just for the visual aspect. I will need some help in the future to expand this idea but if anyone is interested I am happy to work on it.

From what I understand no doors only containers that have lids/doors like lockers.

Can a GM make this possible just for this project? I think this is a great idea and I don't want it to go to waste. Only the doors to the buildings empty of npc's are in question here.

I think this would be a bad idea. Griefers would attract poor new players in a house and then lock them until some gm come, if the new player know how call gm ...  You dont need new way to lose new player, or you do ?

Hmmm, never thought of that :(... but what if you can open it from the inside a model being the tankers in SF, when you enter the ship the door behind you is closed so you need to open it to get out. Imagine this but the other way around - this is involves a script i think. Some suggestions are welcome.
