Van Buren was the Fallout 3 that never saw the sunlight (was never released). Van Buren was about to be released and overally was about 70% done but Interplay (creators of Fallout and Fallout 2) went low on money and had to stop the project. Later, Bethesda bought Interplay and made their own Fallout 3 (which in my opinion is terrible). If I remember right somewhere in 2007 a tech demo of Van Buren was leaked.

Many models and animations can be found in Van Buren files which is the reason why it is called out so much in this forum.
