NPC's Respawning?

So here's the story:
I went into New Reno, looking around, trying to be careful. I wanted to go to T-Ray and talk to him about his services. Then while I'm talking to him i accidentally close the conversation. Then he starts walking out of his office and I can't talk to him. The next thing I known I'm critically hit in the head and dead, along with T-Ray. A man named DAMNurBLIND killed us. I didn't have anything on me and I'm not suprised I was killed, but I was suprised he killed T-Ray. So I went back to his garage after respawning. I was killed again by the same person. Was kind of suprised that time. Went back the 3rd time and yelled that I wasn't armed and for him not to shoot me. He agreed not to, so I went back into T-Ray's office to talk to him. Then I noticed he was still dead, so I exited New Reno and re-entered and went back there. He was still dead. Then as I was typing this a man named Old49er killed me. So now I'm just wondering when do NPC's like that respawn?
Sorry if my story was too long/it's a noob question.

Something in between 2 and 3 hours. At least it was like that long time ago when Sha Enin was mortal. It could be faster now or unchanged, I don't know, but I don't think it'll be less than 2 hours.

Oh! I thought Vader84 was bird-dogging for DamnUrBlind.
People can set up a scout-bot to beep when someone comes near or speaks near them, then have an alt attack from WM (or just have an accomplice or manually watch 2 sceens/windows).
I killed DamnUrBlind and took his sniper rifle, jacket, and ammo.
It took hours for T-Ray to reappear- and from the looks of the corpses lying about when I checked periodically, I conclude that he had been killed again in the interim.
That and seeing his corpse in a different spot.

I just thought it was odd for someone to be standing there with no one to trade with (T-Ray).
I reasoned that if you wanted to buy a car, you would hide money somewhere and keep checking back to see when T-Ray came back to life.
Staying on the map is on type of spotter MO (along with WM View spamming).

I logged out in the room with T-Ray's body for the night because I thought it might be safest there.

Always log off on World Map, in your tent, or in your base. Logging off in other maps can be dangerous: your character remains for three more minutes after you log off, so it's 3 minutes in which others can interact with you (steal, kill) and you can't do shit about it.
