This only makes players get more ammo+weapons from caravans or whatever they killing..

It would not be an automatic thing.  Basically if they carried a radio there'd be a chance that reinforcements would show up.  So for your example of BoS vs Unity, you could be taking them both out, have the encounter just about over, when a new squad of BoS shows up. Not BoS AND Unity, just an additional squad of BoS.

Given low percentage probability to that happening it would be actually a good entertainment sometimes without abuse

Shonsu:
I'd also suggest that if your karma is low enough reinforcements show up quicker.  Say -5000 or so maybe.
