But a public safe area would have safe guards in place to protect against these people. You missed the point. a SAFEHAVEN, available to ALL PLAYERS (meaning all levels).

Like NCR? But NCR is already exists! Guards protect innocent from suicidal bluesuiters! Of course it's usually too late, but they're trying. Also if suicider failed, guards will help him by bursting him, his victim and someone else killing everyone in a line. Oh, also, there's the tent of death with brahmins/mercs or other players in doorway, merc exploiters who runs on exit grid after ordering mercs to kill innocents so mercs disappear with their leader without harm, dynamite planters, or just luring guards in other part of town and making massacre at bazaar before they return. Actually NCR is fun place, I don't know why people complaining about it. Creating other place like NCR will be bad, as it'll only divide people or one of those locations will be empty. So there shouldn't be other public "protected" places.

Guarded towns being safe is a myth anyways. How many pickpockets are there in redding or den or reno? They stay in NCR or Hub or VC because the guards protect them until they are detected.

You can sometimes see thieves at Reno they usually stealing from the residents...

Well NCR is a useless place that doesn't really help any new player, it just is a place for people to gather and annoy each other.  It's the least safe 'guarded' town in the game next to VC in the early hours.  It's sad, and since that's supposedly the most powerful city in the wastes, you can figure it only goes down hill from there.  And the whole if you don't die you won't be a good player.  HA unless you're a bluesuit every time you get killed, all it does is destroy whatever work you may have done over the day.  That doesn't help you grow it just teaches you the other sad part of the game, which is work hard to build stuff just to hide it unless you have a ton of it cause you're just gonna lose it all.  'yay fun'
