radiation glitch?

I don't know whats going on but like 60 percent of the time when i try to talk to an NPC they refuse and call me a ghoul or a mutant. I already tried forum search and couldnt find anything about it. And my character sheet doesn't say i'm irradiated so if anybody could tell me whats up that would be awesome!

ugh so what can i do about it? any vendors that will trade if i have 1 cha?
