good place to find brown plants - fibers

I'm having some problems finding plants so I can obtain fibers (wich later got stolen when I where checking shop for like 3 sec -.-'). I'm at NCR and I found a plant once, then I ran around that area for like half an hour not able to find one brown plant :/

So is there any good place to find brown plants or is it just a really rare encounter.

IIRC, somewhere west of Modoc used to be really good for that.
