Well since PA ain't available to players it won't make any difference in PVP so it ain't OP in that type of style but the requirements are pretty steep and its really only good if your hunting Brotherhood or Enclave for there guns. Could be an interesting perk, people would be building special Enclave or Brotherhood hunting alts to farm Avengers and such.

300 weapon skill is retarded, this perk has no purpose but to allow you to farm easily. I'm against it.
