I can't save the options in my foconfig.exe file..?

So, I can't scroll the map down in the game for some reason. I was going to change it to fullscreen to see if that would solve my problem, but I can't save the options..? I opened the Foconfig.exe file, changed the settings, then I pressed save, but it did nothing. What do I do..?

Try F8 mate :) press it once.Lemme know if that worked.

Run Foconfig.exe as administrator !!!  ;)
