Barter timer tweak

Seems to only be true in selling items that a trader does not favor.

All other prices are fixed.

Yes, say I go to buster and try to sell him a radio.

Buster doesn't deal in miscellaneous items, so he gives me a really shitty price at low barter like 67 caps.

with 100% barter per-say, I could sell radios to him for 200 caps instead.

However if i try to sell him a newly crafted 10mm pistol, and he wants it for 120 caps at low barter skill, having 100% barter skill does not affect this price at all, nor does 300%.
