Temporary issues

Izual:
Maida Buckner removed from Klamath.

Whiskey Bob added back, since his quest is fixed.

Melinda added back, since her quest is fixed.

Izual:
Temporarly added more guards near NCR's workbench. It should be harder to steal there, now.

Izual:
Waiting for a official fix made by our dear developers, I added some thugs near the Town Control towns' leaders, that are sometimes killed to avoid a town control fight. They are thugs, not guards, so they won't attack you unless you shoot at them or someone in their team (i.e. citizen or town leader) in their range.

Towns where this little change occured :
- Broken Hills ;
- Gecko ;
- Klamath ;
- Redding .

Wipe:
Temporary removed Metzger and some mercs sellers.

Izual:
Metzger and Merc Sellers are now added back. Their bugs were fixed in the last update.
