i'm planning on making an alt with 300 science and as much repair as possible after maxing the former

I'm not entirely sure how will mr fixit work i i have both skills tagged...

Will it give me 10% or 20% bonus to both skills in that case?

20 to both, I believe I took this perk on my repairer, and got 20% to repair atleast, not entirely sure about science.

And in addition, you'll be able to see broken count on weapons / armor.

And why this is not visible to everyone? Or you need to train special alt to see if someone is going to sell you upgraded laser rifle/avenger/AR which has 9 break counts, but you can't see it, because weapon was upgraded. May be Explorer perk will increase rare encounters too, so we'll make special alts for that?

Maybe we could just do away with the whole perk system, that way everyone could be a master at everything!
Then we could take Oblivions engine and wrap a few fallout elements around it.....

Wasteland is harsh.  Check and see if it has had some repairs, if so expect it's probably been broken more than once.  Since on average encounter dropped items have a 4-8 broken count.

Upgrading removes det count as well as repair message but retains hidden break count

Instead, wouldnt make sense to add this to Awareness? After all to check broken count isnt enough that you just "look" at the weapon-armor, it would make sense if this was checked thru the use of repair/science. With Awareness this makes sense.
