Playable factions

Hello, some time ago I got to know you can play and fulfill missions in factions such as BoS, Enclave etc. So I wanted to join BoS but all guards at their outposts were gone (Den, NCR, SF). Someone killed them or just planned action?

Probably not fixed yet.

What about other factions? Can(or will it be avaiable in future) we join factions like  Skags, Followers of the Apocalypse, Hub criminals(thieves guild or underground) etc.?

I hope so I wish slavers would be made to a real faction and not just a 'perk'. Also joining the reno families would be nice too and getting in to the ncr rangers.
