Ingame Requests?

Hello Wastelanders,
I logged into 2238 today and a notification appeared at the top of my screen stating that i had six requests as well as a command for me to use to recieve those requests, however the notification dissapeared before I could get a good look at it. I have never seen this before and did not know anyone could recieve messages ingame in that way, so could someone restate that command for me.. or does anyone know what i'm talking about?

Crazy:
I think almost everyone got this message when logging in today, seems like advertising for GM when you +requesthelp. As we are not GM, it's probably some kind of bug (command was unusable).
