This is just a guess, but he is the best way out of two to get meat jerky.

By removing him you deny people access to easy meat jerky and the cool drugs.

The ones who stands to profit from this is the drugdealers with a huge stockpile of it.

how about making him with 9999 hp like marcus in broken hills? he is the only source of meat jerky, 2 repeatable quests need him, hell he is important :>
