the goal is to live, some will have there principals, some not
there can be some situations putted by the GMs, so others will become ghouls, Super Mutants, there will be some rat infestetion, and there can be a secret conspiracy to leave the vault,etc etc

Surf:
Setting up some objectives isn't hard, like kicking out one vaultdweller each week if he did lose some contest etc, but the players shouldn't only relyon GMs help when it comes to roleplaying. That's why I'm a bit concerned that this project will bore the players very soon, but I'm probably wrong and it turns out to be good. ;) I'll see if I can rip out the Overseers Skin FRMS from Fallout 1 and we can include it in FOnline for this matter maybe.
