For hp in the early days - Use first aid skill on yourself. If you have more than 40 of it, collect broc flower or xander root, and use fix-boy to make healing powders of it. It blinds you a bit, but those plants are everywhere.

solid snake:
you cant rest from your pipboy in fonline. you can craft healing powers and also use first aid to heal yourself.
