Bah, i have Windows 7 and it works in any folder, as as I alredy said, i have it in C:\Games\FOnline.
Maybe is the Program Files folder that makes problems?

Yes, on Vista/W7 administrative rights is required to install files there, and the installer don't properly elevate these rights.

Then is enough to install in any other folder, as with 80% of other stuff. Damned Program Files...
