Disable Stealing

Interesting, that "you can kill him" means guards won't attack me?

Exactly. And they won't even touch anyone else who will try to kill that thief.
As I told you, if you don't believe - make your own test.

Btw, same thing will happen if someone hit you. That guy will be in the same KOS list for some time.

P.S. Just be careful, sometimes people provoke you to attack them acting like thieves but instead of Steal skill they use Repair or Science on you.

for this moment playing as a thief is complety pointless - most of players in ncr keeping value items in hand, stealing ammo from caravans is pretty hardcore becouse of lag and caravan script - i have about 1,5 secound for did that

So, are you telling me, that if in NCR near workbench someone steals from me (is tagged) and i will pull out my gun and kill him, guards dont react? I doubt that, because every time i pull out my weapon in town, nearby guard says that it is not allowed, and after while he attacks me.

Running around with a gun in a area where it's not allowed, is a different thing. But you can still attack him.
